Caddo Parish Commission confirms appointments of Parish leadership

Caddo Parish, LA – The Caddo Parish Commission confirmed the appointments made by Administrator Dr. Woody Wilson in two key leadership positions at the Parish of Caddo. The appointments were approved at the Commission’s regular session meeting on September 5.

Erica R. Bryant was officially confirmed as the Assistant Parish Administrator. Bryant has previously served as the Interim Assistant Administrator since June 2019, filling the vacancy after the retirement of Randy Lucky. 

Hayley Bryan Barnett was officially confirmed as the Director of Finance, previously held by Bryant and most recently served as the Interim Director of Finance.

“The appointments confirmed today represent exciting times ahead for Caddo Parish,” said Wilson.  “Erica Bryant and Hayley Barnett bring the highest of technical skill, institutional knowledge, and commitment to the citizens of our Parish.  I am pleased that the Commission stands with Parish Administration in entrusting some of the Parish’s most critical operations to their leadership,” said Wilson.

Bryant has over 25 years in finance, accounting and governmental operations, beginning her career with the Parish of Caddo in 1997, serving as the Parish’s Director of Finance and Human Resources since 2003. She holds a bachelor’s degree in Business and Accounting from Southern University, and a Master of Business Administration from Louisiana State University. Bryant is a Certified Public Accountant (CPA), Certified Government Finance Officer, Certified Public Finance Officer and a Senior Professional in Human Resources (SPHR).

Barnett has worked for the Parish for over 16 years as the Assistant Director of Finance.  She previously worked as an auditor for KPMG.  She holds a bachelor’s degree in Business Administration from Southern Arkansas University, and is a Certified Public Accountant (CPA).  Hayley is a member of the Louisiana Society of CPAs, Louisiana GFOA and the AICPA.  She serves on the board of the Government Finance Officers Association of Louisiana (GFOA). 

Both appointments are effective immediately.
